A former café by the historic Fulham Palace is to become a new takeaway following approval from local councillors.
Koocina, which will sell dishes including a range of curry and rice dishes, is to take on the former Copper Coffee on Fulham Road.
Hammersmith and Fulham Council’s Licensing Sub-Committee last week granted an application to open the premises until midnight Monday to Thursday, 12.30am Friday and Saturday and 11.30pm on Sunday.
Residents had raised concerns including the impact from a large extractor fan, leading to members imposing two bespoke conditions as part of their approval.
During consultation a total of 13 objections were submitted to the council. In one representation a resident wrote she opposed the application as it may “make an already loud and congested roundabout/road even more disruptive”.
They continued: “I also worry as a woman living alone for my safety, particularly with an influx in Deliveroo drivers who do not often acknowledge road safety. As a recent home owner, I also do not want this to devalue my property.”
Another noted the zebra crossing directly opposite the building’s entrance, writing that combined with vehicles turning onto Fulham Road “there is a high risk to the public if the premises [sic] customers spill onto the pavement and obscure this traffic or the customers themselves spill onto the road”.
Resident Alex Cree, who lives above the takeaway, was one of two to attend last week’s meeting.
He told councillors, “The extended hours will generate significant noise and disturbance, and so will be affecting all four or more working professionals who are in the building as well as residents who are close by.”
Mr Cree added the noise from delivery drivers would be problematic, as would the disruption from the recently-installed extractor fan from the takeaway.
Jerry Bermingham, another resident, raised the location of the zebra crossing as well as the proximity of the premises to local schools.
Faizan Karim, the applicant, told members the majority of deliveries are to be done by his own drivers, who will be using e-bikes.
Under questioning from Cllr Dominic Stanton, Mr Karim said if there is to be an influx of orders then drivers from third-party operators, such as Uber Eats, may be used. He also said the extractor fan would not be on late at night with most of the cooking to take place during the day.
Cllr Bora Kwon asked about the nature of the takeaway and whether it is to serve food which can be picked up and consumed in the street or to be taken home to eat.
Mr Karim said the intention is for it to be the latter, though that he would be reviewing the litter from the takeaway abandoned nearby, to assess whether they need to amend their offering.
Mr Cree said the premises had, at least since he moved in several years ago, never been a takeaway but was previously a coffee shop. Mr Bermingham added the proposal, due to the zebra crossing’s location, was “a disaster waiting to happen”.
Councillors agreed to grant the licence as applied, though with conditions imposed by the Met Police and two additional items. These state the extractor fan is not to be used past 11pm and that no walk-in takeaway orders are to be allowed beyond 10.30pm.
As well as Fulham Palace, which was historically home to the Bishops of London and is today a museum, Koocina is also not far from Fulham FC’s Craven Cottage stadium by the River Thames.
