Council Tops Out 42 New Flats on Lillie Road


Plot was bought back after being sold to private developers

Hammersmith & Fulham Council is pressing ahead with the construction of 42 new energy-efficient homes on Lillie Road, on land the authority bought back after reversing a sell-off to private developers.

The site, formerly home to a nursery and the West Kensington Tenants and Residents Association Hall, was originally earmarked for demolition as part of the abandoned redevelopment of the West Kensington and Gibbs Green estates. The council says that this scheme would have seen almost 800 homes lost. The council reacquired the land in 2019 and has since committed to delivering new housing.

Half of the new homes will be affordable and prioritised for residents and families in the borough. All 42 properties are being built to Passivhaus standards, designed to cut energy bills and reduce carbon emissions. The development also includes a new community hall for West Kensington Estate and an additional play area.

A topping-out ceremony was held at the site this wJanuary 15, 2026d Cllr Frances Umeh, Deputy Mayor Cllr Daryl Brown and Cllr Sally Taylor. The concrete frame of the building is now complete, and the project remains on track for completion in autumn 2026.

Cllr Umeh said the development showed how reclaimed land was being used to meet local housing need. “Land the council reclaimed for and with the community is now helping us realise our ambition to build 1,800 new homes, providing secure housing for people who need it most,” she said. “We’re building more homes than ever to give people the chance to put down roots in Hammersmith & Fulham, supporting families and future generations while creating a stronger, safer, kinder borough.”

The Lillie Road scheme will deliver 12 homes for social rent, prioritised for residents in housing need, 9 shared-ownership homes, prioritised for people who live or work locally and 21 market-sale homes.

The project forms part of the council’s wider housebuilding programme, which aims to deliver 1,800 new housing units on council-owned land, with 65% designated as affordable. Other schemes currently under construction include 132 affordable flats at EdCity, 204 units at the Civic Campus (more than half of them affordable), 134 affordable homes on the Aintree Estate and 31 homes at Farm Lane, 16 of which will be affordable.
